Miglitsch, nemški župan Rogaške Slatine, je 13. oktobra 1941 poročal, da v zdravilišču biva 72 vojakov in 27 oficirjev. Na razpolago jim je bilo 22 motornih vozil, parkiranih v garažah Zdraviliškega doma. V Novi Švicariji bivajo nemški podoficirji in pripadajoče kuharsko osebje, oficirjem in uradnikom pa so namenili 25 sob v drugem in tretjem nadstropju hotela Štajerski dvor (pred nemško zasedbo Jugoslovanski kralj). Februarja 1943 so v tem hotelu vzpostavili tudi policijske bolnice. V Ljubljanskem domu so bile po ukinitvi Komarekovega političnega komisariata Šmarje pri Jelšah vzpostavljene razne uradniške pisarne številnih oddelkov. Drugi nastanitveni prostori zdravilišča, ki je med drugim razpolagalo celo z nočnim kopališčem, pekarno in lastnim gledališčem oz. kinodvorano, so bili namenjeni izbranim gostom iz okupiranih dežel tretjega rajha.
